COUNCIL MEN: Rosa Lee Measures was the top vote-getter in Tuesday’s Ventura City Council election. But she will be the only woman on the seven-member council. . . . “There is so much time involved,” said Jane Tolmach, who became Oxnard’s first councilwoman in 1970. “So many families need two incomes. That has slowed down the number of women running for office.”. . . Women hold only 25% of council seats in the county, but they have a 4-1 edge on the Board of Supervisors. Only one other California county has four female supervisors: Tehama, south of Mount Shasta. Three others have three-woman majorities.
