U.S. Delegation to Study Investment, Trade Prospects: In another sign of a thaw between the United States and Vietnam, a 12-member team from the House of Representatives’ Ways and Means Committee will be one of the first congressional economic missions to Vietnam, with which the United States has no diplomatic relations. Its visit Thursday to Sunday comes a month before President Clinton must decide whether to lift the U.S. economic embargo against Hanoi, in place since 1964.
