NATION IN BRIEF : NEW YORK : Right to Beg Upheld by Federal Court

Beggars have as much right as religious organizations to ask passers-by for money on sidewalks, a federal appeals court ruled. The U.S. 2nd Circuit Court of Appeals upheld a federal judge’s ruling that struck down a law banning all begging in public. The case arose from a class-action lawsuit filed on behalf of beggars. The 2nd Circuit found begging for oneself similar to begging on behalf of religious organizations. “Both solicit the charity of others,†the court said.
