LOSING PATIENCE: As President Clinton visits Southern California (A1), the precinct that gave him his biggest margin in the county is getting a bit impatient, said Ignacio Carmona, who has lived in Oxnard’s La Colonia area for 49 years. . . . If Clinton held a town meeting there, Carmona said, he’d hear about two things: jobs and health insurance. . . .
