STILL SEARCHING: The Garden Grove Police Department was frustrated that its billboard offering a reward for information in the March killing of Officer Howard E. Dallies Jr. was hit by graffiti vandals. Now the police are trying a new tactic: advertising on buses and at bus stops. “We wanted something highly visible,” says a spokesman. While a task force is still chasing leads, many took time out Wednesday to pay tribute to Dallies at a memorial service at the Civic Center in Santa Ana (B1).
