BITTER HARVEST: When life hands you lemons, make lemonade--especially when they’re really bad lemons. The city of Ventura bought an 87-acre lemon and avocado orchard six years ago for a future park. Now the lemon trees are so old--and the fruit so bitter--that they’re good only for juice. To entice a rancher to maintain the land, the City Council this week cut the rent to $1 a year--a $20,799 reduction. The council tossed in the avocados, which have no commercial value but might make terrific guacamole.
