GOT ITS ZERO: New state population figures issued Wednesday show that Costa Mesa is now the 47th California city to hit 100,000 in population. The event actually prompted some calls to City Hall from residents who wanted to know if it was true. . . . Too bad, says Assistant City Manager Rick Pickering, that the increase in state funds the new status brings will hardly make a dent in the city’s projected $5-million to $6-million budget deficit.
