EC Car Quota Deal Pronounced Dead: An agreement between the European Community and Japan raising limits on 1993 Japanese car sales in some European countries will not be enacted, according to Peugeot Citroen Chairman Jacques Calvet. “It’s dead, I’m certain of it,” he said. “I’ve made enough phone calls in the last eight days to know.” The agreement, reached April 1, called for overall Japanese imports to fall 9.4% from 1992 but allowed for increased imports to Britain, France, Italy, Spain and Portugal, where tight quotas are in effect. The accord set no limits on cars built in Europe by Japanese-owned plants.
