OTHER BLUES: Blue ribbons are all around this week. In Westminster, police are wearing them to promote national donor awareness. One of their own, Charles Shinn, above, is father to a 10-month-old son with a heart transplant. The slogan, Shinn says, is: “Don’t take your organs to heaven. Heaven knows we need them down here.” . . . At the county library’s 27 branches, the blue ribbons signify their fiscal crisis during National Library Week. . . . Librarian Cindy Mediavilla suggests: “There’s emphasis on fire and police as prevention services. We’re in the prevention business, too. If kids can come to the library for an education, perhaps we wouldn’t need so many police and fire services.”
