Shell Shots: The Teenage Mutant Ninja Turtles will emerge from the sewers outside the White House on Monday to help President Clinton raise national awareness of the importance of early vaccination for children. The public appearance of the “spokesturtles� comes just as their third movie, “The Turtles Are Back . . . in Time,� could use a shot in the arm itself after falling off sharply at the box office. The “Heroes in a Half Shell� will be popping out from sewers across the country through May 2 to increase family turnout at clinics and mobile sites during National Preschool Immunization Week.
