Briefly: A slow-running control room clock delayed the start of ABC’s “World News Tonight†by about a minute Tuesday, with viewers seeing only a black screen. Anchor Peter Jennings opened the news show as usual before explaining what had happened. . . . Despite conflicts over the program’s content, CBS has picked up “The Kids in the Hall,†the Canadian gay cult hit airing on CBS Late Night, for a second season.
