PUNCTUAL POL: Orange County Assemblyman Mickey Conroy, irked by the tardy ways of his Sacramento colleagues, has launched an informal “On Time” committee to prod them to be punctual for Assembly floor sessions and hearings. . . . The bipartisan committee has sent letters asking legislators to pledge to be on time. It’s had an effect--a recent floor session began nine minutes late, not the usual half-hour or hour late. Says Conroy: “It’s particularly irritating to see those who have a propensity for showing up late whining at day’s end about wanting to leave early to catch a plane.”
