IBM Retools to Battle EDS: International Business Machines Corp. has revised the management structure at its Integrated Systems Solutions Corp. unit, naming Dennie Welsh to the newly created position of chairman and chief executive and appointing a 10-member board of directors. The appointments mark a milestone for an IBM plan to create more autonomous units, experts said, and will help IBM do battle with the giants of the computer-outsourcing market, particularly General Motors Corp.’s Electronic Data Systems. EDS was founded by Texas billionaire Ross Perot and is now the nation’s largest computer-systems integrator.
