Government Phone Rates to Plunge: The federal government’s long-distance telephone rates will drop 24% under a contract negotiated with American Telephone & Telegraph Co. and US Sprint. The accord, originally issued in 1988 and renewed this week by the General Services Administration, calls for AT&T; to provide 60% and Sprint 40% of the government’s long-distance voice, data and video network. Officials expect the government to save as much as $2 billion over the life of the three-year contract, which will last until 1995.
