The House blocked Jack Kent Cooke’s plans to move his Washington Redskins to the Virginia suburbs in time for the 1994 season.
By 238-166, lawmakers voted to prohibit federal agencies from allowing the move until the Environmental Protection Agency completes a lengthy study of the impact of constructing a new stadium in an unused railroad yard in suburban Alexandria, Va.
The proposed move was secretly engineered by Virginia Gov. Douglas Wilder and Cooke. It has been opposed by local officials worried about possible congestion and costs relative to the massive complex.
