Salinas Orders Restructuring of Pemex: President Carlos Salinas de Gortari has ordered a restructuring of the state oil giant Pemex and gave the monopoly 30 days to present its plans. The order comes less than a month after a Pemex gasoline leak caused sewer line explosions in the west-central city of Guadalajara that killed more than 200 people. Thousands were injured or left homeless by the April 22 explosions, which tore up five miles of the Mexican city’s streets.
