L.A. Prosecutors to Investigate S&L; Collapse: The U.S. attorney’s office in Los Angeles will handle a criminal investigation of Phoenix-based Southwest Savings & Loan Assn., which once had Arizona Gov. Fife Symington on its board of directors.
