SIGN OF THE TIMES: The number of bankruptcies in the county, steadily going up in recent years, jumped a whopping 33% in 1991--from fewer than 10,000 filings to more than 12,000 (D1). Bankruptcy attorneys blame tight credit during the recession. . . . “Some business managers have given up because they don’t see any significant economic improvement in the horizon,” Irvine attorney Robert E. Opera says.
