SURFING D.A.: Assistant Dist. Atty. Bryan F. Brown, 50, who resigned Wednesday to go into private practice (B1), is known to colleagues for his fierce independence. . . . The Saturday morning in 1990 when more than two dozen deputies began a door-to-door campaign to help their boss, Dist. Atty. Michael R. Capizzi, get elected, Brown and a tiny band of prosecutors chose to go surfing in Huntington Beach instead. “If it’s Saturday morning, I’m at the beach,” Brown said.
