SLOWDOWN: More evidence that the recession has hit hard in Orange County came this week. . . . The State Board of Equalization released figures showing taxable sales here totaled $6.6 billion during the second quarter of 1991, down 6.3% from the same time last year. That’s worse than the statewide decline of 4.6% but not as bad as the 7.5% decrease in Los Angeles County.
