The House of Representatives approved a private bill Tuesday to extend citizenship to Michael Wu, a Mira Mesa resident who has Down’s syndrome. Wu, 25, was born in Taiwan and is a U.S. permanent resident alien.

Rep. Bill Lowery (R-San Diego) introduced the bill, which was approved by voice vote. The legislation now goes to the Senate, which is expected to act on the measure before the end of the year.

A similar bill was approved by the House last year, but died when the Senate failed to act on it.

Wu, who speaks fluent English and Chinese, has taken the naturalization exam six times but has failed each time because he has been unable to pass the history and government portions of the exam.
