WATER-LOGGED: Anaheim, like most cities, is heavily promoting water conservation. But officials are worried that the public may be getting a little tired of having to watch every drop. Water was being saved at a 20% rate during the summer, but only 15% in September, barely meeting the city’s goal. . . . “It’s critical that customers not let up,” says city official Edward K.
