The International Amateur Athletic Federation’s 23-member council said that apartheid still exists in South African sports and declared that the nation is not yet ready for full membership in track and field’s governing body.
A final decision rests with the IAAF Congress, which meets Tuesday and Wednesday. But the council said in a statement after a meeting Sunday in Tokyo that it could not recommend full membership for the South African Amateur Athletic Assn.
