COSTA MESA : Council Decides to Name New Member

The City Council decided Monday to appoint a council member rather than hold a special election to fill the seat left vacant recently by the resignation of Ed Glasgow.
The election may be necessary, however, if the council does not agree on a replacement.
Council members cited budget concerns in deciding against a special election, which would cost an estimated $30,000 to $40,000.
