WORLD IN BRIEF : MEXICO : Office Building Fire Kills 17, Injures 40

A fire investigator said a short circuit in an elevator may have sparked a blaze that raced through an 18-story office building, killing 17 people in one of Mexico City’s worst fires in decades. More than 40 people were injured. Authorities said low water pressure and the lack of fire extinguishers hampered firefighting efforts. The fire broke out on the fourth floor of the Miravelle Building, which housed mostly offices of doctors, dentists and other professionals.
