Allen C. Holmes has been elected vice president and general tax officer for Arco, Los Angeles. Holmes, 43, who was named head of Arco’s tax department earlier this month, succeeds Mark L. Hazelwood, who was recently appointed senior vice president of Arco Oil and Gas Co. Also at Arco, Stephen M. Rullo has been appointed vice president for international marketing coordination and product supply for the Arco Products Co. unit. Rullo, 42, had served as manager of reseller marketing for APC. He succeeds Kenneth G. Riley, who became vice president for APC business management and new ventures.
