California IN BRIEF : SAN DIEGO : Emergency Declared on Sewage Discharge

Gov. Pete Wilson declared a state of emergency to protect San Diego from overflow sewage discharged by Tijuana and carried north in the Tijuana River and Pacific Ocean. Aside from seeking help from federal agencies in solving the problem, the declaration asks the State Water Resources Control Board to allocate $860,000 to cover the first-year cost of treating Tijuana sewage at San Diego’s Point Loma plant. Failures in Tijuana’s collection system result in occasional spills that create problems for beaches in southern San Diego County.
