Record Withdrawals at S&Ls;: Net withdrawals at the nation’s savings institutions totaled a record $91.2 billion in 1990, up 24% from the previous record set in 1989, the government said. The outflow eased at the end of the year to $5.7 billion in December and $2.9 billion in November, a 16-month low. Net withdrawals--total withdrawals minus new deposits--had set a monthly record of $15.1 billion in April.
