Gov. Pete Wilson has appointed Frank Zolin, former Los Angeles County clerk and Superior Court administrator, as director of the state Department of Motor Vehicles. Until his recent retirement, Zolin, 58, had served as county clerk and executive director of the county’s 238-judge Superior Court system since 1969, managing a $232-million annual budget and a staff of 3,000. A Pasadena resident, Zolin had worked for the Pasadena city manager and the Los Angeles County chief administrative officer. Zolin, a Republican, replaces A. A.
