Nation IN BRIEF : WASHINGTON, D.C. : House Ethics Panel Split into 2 Units

Rep. Louis Stokes (D-Ohio) was named chairman of a reorganized House Committee on Standards of Official Conduct, and Rep. James V. Hansen (R-Utah) was appointed ranking minority member. The so-called Ethics Committee, expanded to 14 members from 12, will operate under a new system. A subcommittee of four to six members will function as a grand jury and decide whether to issue charges against House members. Others on the panel will then decide whether rules were violated and, if so, what punishment should be recommended to the House.
