Safeway Inc.: The Oakland-based food retailer said its fourth-quarter net income was $27.7 million, contrasted with a $21.1-million loss for the 1989 quarter. Revenue was $4.6 billion, a 2.7% rise. Net income for the year was $87.1 million, compared to $2.5 million; sales were $14.87 billion, up 3.8% over 1989. Safeway cited more efficient operating procedures.
