NATION : Baker Wants Arms Treaty Delay

WASHINGTON — Secretary of State James A. Baker III told Congress today that he had recommended a delay in ratifying a landmark weapons reduction treaty with the Soviet Union because of questions about its compliance with the accord.
The treaty, signed in Paris in November by the 16 NATO and six Warsaw Pact nations, calls for the largest cuts in history in tanks and other non-nuclear weapons in Europe.
Since the summit signing, questions have been raised by the United States, its allies and even some pact members about Soviet actions under the treaty.
