MCI to Lower Some Rates: MCI said it will lower some residential long-distance rates effective Friday. Spokeswoman Debra Shriver said the $13-million reduction would mean an average savings of about 2.7% for customers of the nation’s second largest long-distance company but it could be much higher than that for some callers. Shriver said most of the savings will be applied to interstate calls made in the evening by customers who dial directly.
