Cost of Funds Index Eases: The monthly index was 8.05% in October, down slightly from 8.091% in September. Most adjustable-rate mortgages offered by thrifts and banks in California are tied to changes in the index, which reflects the interest rates paid for mortgage money by savings and loans in California, Arizona and Nevada.
