No Teachers for 20,000

MEXICO CITY — More than 20,000 elementary school pupils in 11 towns in the west-central state of Michoacan are without teachers, a newspaper reported Monday. Teachers assigned to the towns have failed to stay because of local political conflicts, discontent with ineffective local governments and because the towns are far from urban centers, an education official was quoted as saying.
