PRIORITIES: Invoking glasnost, Cal State Fullerton administrators Jack Coleman and Bill Haddad head for Moscow next week to strengthen ties between the school’s engineering department and the Moscow Institute for Steel and Alloys. . . . The process is like crossing “a wobbly wooden bridge,” Haddad says.
