WATER WISER: Although water usage here rose through the ‘80s (above), drought fears have finally reduced total water consumption about 9% this year, officials say. . . . But why did per-person water usage go up in the first place? The drought, they say. Hot, dry weather means more watering, especially for freshly planted landscaping.
