Diplomatic Front:
French President Francois Mitterrand, Japanese Prime Minister Toshiki Kaifu and an adviser to Soviet President Mikhail S. Gorbachev visited the Mideast to discuss with regional leaders possible solutions to the crisis.
More than 900,000 foreigners have fled Iraq and Kuwait so far, and another 2 million may leave in the future, the U.S. said.
Queen Noor of Jordan said her country has continued to accept oil from Iraq despite the international embargo because a total cutoff would cripple Jordan. She appealed for economic aid for her nation. Military Front:
Iraqi President Saddam Hussein was reported to have made his first visit to Kuwait since his troops overran the country on Aug. 2. The Iraqi news agency said he met with troops and military commanders and went on a walking tour of Kuwait city.
The United States and allied nations will begin joint military operations, ending more than a month of relative isolation, military officials said. The combined operations are designed to overcome problems associated with incompatible equipment and communications systems. Crisis Indicators:
