* Edward McSpedon was named president and chief executive of Rail Construction Corp., a unit of the Los Angeles County Transportation Commission.
McSpedon, who lives in West Hills, had been acting president of RCC since November, and was responsible for completing the 22-mile Metro Blue Line, a Los Angeles-to-Long Beach trolley that opened July 14. He will continue to oversee construction of other parts of the county’s proposed Metro Rail transit system.
