TICK, TICK ... Although the political battle over scheduling Tustin City Council elections is settled, the meter continues running on the tangled legal fight, which has so far racked up more than $250,000 in fees. . . . John Kelly--a moving party in the struggle--was not reelected to the council, but the last of three suits is set for trial Oct. 22 and it is unclear who will pay the bills. “Wow, that’s a lot of dough,” says Kelly. Adds City Atty. James Rourke: “I think it’s likely the city will not pay all of that.” Kelly and a council ally, Rourke predicts, are “probably going to pay their own lawyers.” The suit seeks to overturn an ordinance that changed municipal elections from November to April.
