WHERE NEXT? Now that the Nixon library (A1) is ready to go, where shall the Bush library go? . . . Though born and raised a New Englander, Bush reportedly favors a Houston site, with Rice University the leading candidate. . . . But tiny University of New England near Bush’s home at Kennebunkport, Me., may enter the contest. “He has fished right off our property,” the university’s president, Charles Ford, says. “The question is, would a presidential library overwhelm the campus?” It has only 1,200 students.
