Braude Plan to Ban Smoking in Restaurants

The EPA and Braude claim that “passive smoking” causes 3,000 cases of lung cancer in nonsmokers each year. I want to know how “they” found out “passive smoke” caused those deaths.
Why doesn’t Braude concentrate on solving the smog problem instead of nailing smokers? Are people moving away from Los Angeles because of smokers or smog, Mr. Braude?
