Atty. Gen. John K. Van de Kamp laid out a schedule of auto insurance rate rollbacks he said should be implemented under Proposition 103 and assailed Republican Insurance Commissioner Roxani Gillespie for failing to order such rollbacks. By his calculations, he said, two-car families with good driving records should get back an average of $472 in Los Angeles, $304 in San Bernardino and Riverside, $269 in San Diego, $338 in San Francisco, $268 in Sacramento.
