DOWN UNDER: “Teenage Mutant Ninja Turtles” may be big at the box office (F1), but local sewage officials are worried that kids might want to check out their own sewers. . . . Anyone who opens a manhole cover could be exposed to deadly gas, fetid sewage, drowning or explosive fumes that could blow them “into about three different ZIP codes,” said Ed Hodges of the Orange County Sanitation Districts. . . . Are there any critters down there? “We’ve never found any turtles,” said a spokeswoman. “We’ve had toads and frogs and some rats.”
