From Times Staff and Wire Reports

Foreign Minister Shailendra Kumar Upadhyaya resigned because he was “not satisfied†with the prime minister’s handling of Nepal’s spiraling movement for multi-party democracy. His secretary said Upadhyaya quit because the government is not negotiating with the political opposition to defuse mounting violence that has left at least 16 dead in the landlocked Himalayan kingdom since the pro-democracy uprising began in mid-February. Katmandu Radio reported that two more protesters were killed by police gunfire in the suburb of Patan.
