The Justice Deapartment said that it spent $224,000 on an unsuccessful five-month investigation to identify the source of a news leak of a preliminary criminal investigation involving alleged financial irregularities in the congressional office of Rep. William H. Gray III (D-Pa). Agents took sworn statement an FBI employees, and 10 were asked to take polygraph tests, the department said.
