U.S. Defense Secretary Dick Cheney, visiting in Rome, defended his cautious, hard-line approach to Soviet reform and said Western euphoria over Soviet President Mikhail S. Gorbachev appears to be cooling. Winding up a tour of West European capitals before heading for Australia, Cheney said more Western officials now realize the enormity of the task taken on by the Soviet leader.
