TOP COP: When the International Assn. of Chiefs of Police convenes today in Kentucky, it will honor a Fullerton police sergeant as one the nation’s top cops. . . . After screening 200 finalists, the chiefs and Parade Magazine commended Sgt. Joe Klein for starting a program that both trained officers in narcotics and boosted drug dealer arrests. Klein, 37, a former undercover officer, now heads the department’s community services division.
