Facing a refugee exodus to the West, East Germany revived the argument used to justify the building of the Berlin Wall. The East German youth daily Junge Welt said those crossing to Austria or sheltering in Bonn’s missions are being used as pawns in a Western game. “Let’s not mince words: There are attempts going on to steal again,†it said. “They want the sums we have invested on education to disappear over the border. Praise for hard-working, educated and disciplined . . . workers (by West Germany) is put in the foreground.†This argument was used to justify the building of the Berlin Wall in 1961.
