Clarence G. Frame, 70, chairman, chief executive and president of Tosco Corp., Santa Monica, intends to retire by year-end. Frame, who has been a member of the board since 1978, will continue to serve as a director. Thomas D. O’Malley, 48, a director of the corporation with extensive experience in the petroleum, commodities and natural resource industries and a former vice chairman of Salomon Inc., has been elected to succeed Frame as president of Tosco Corp. effective Oct. 1, 1989. O’Malley, a principal in Argus Energy, Tosco’s largest shareholder, will assume the additional positions of chairman and chief executive at year-end.
